The headquarters of the Ministry of Transportation in Tripoli hosted the first meeting of the Joint High Committee for the Transit Roads Project on the morning of Thursday, January 9, 2025. The committee was established under Minister of Transportation Resolution No. (18) of 2025, in implementation of Cabinet Resolution No. (535) of 2024. This resolution authorizes the Libya Africa Investment Portfolio to contract with specialized consulting firms to prepare economic, technical, and planning feasibility studies for the project. It also permits offering the project for investment under a “Build – Operate – Transfer” (BOT) model or through partnerships with national and international companies.
The High Committee is responsible for overseeing and following up on all stages of the two transit road projects: “Misrata – Tamanhint – Agadez” and “Benghazi – Kufra – Sudan.” It has been authorized to carry out the following responsibilities:
- Develop a vision and action plan that meets the requirements of all project phases, including the necessary implementation timelines
- Propose the formation of subcommittees in coordination with relevant entities and refer them to the Minister of Transportation for approval
- Define the scope of work and communication channels with internal and external parties, and propose memorandums of understanding and agreements to be signed
- Specify the duties and responsibilities of subcommittees, monitor their work, and approve their outcomes
- Prepare a budget estimate for the High Committee and subcommittees, and submit it to the Minister of Transportation for approval
- Submit periodic reports to the Minister of Transportation detailing progress in executing the assigned tasks
- Coordinate with the Libya Africa Investment Portfolio to follow up on the work of the consulting firms preparing the feasibility studies and the steps taken to offer the project for investment
- Receive the final feasibility study report (economic, technical, and planning) for the routes and refer it to the Minister of Transportation for approval, along with recommendations on the findings
The first meeting of the High Committee included discussions and decisions on the following items:
- Review of Ministerial Resolution No. 18 of 2025
- Appointment of the Committee Secretary
- Determination of the Committee’s official headquarters
- Formation of a working group assigned to:
- Prepare the Committee’s action plan
- Propose the formation of subcommittees
- Propose the Committee’s estimated 2025 budget
